– $104,901/annually nn nnThis position manages the Health Care Eligibility & Access (HCEA) Eligibility Policy Section that leads public program eligibility policy development and implementation for multiple Medicaid programs for people who are 65 or older, blind or have a disability.

The incumbent will direct division-wide eligibility legislative proposals and oversee the coordination of eligibility appeals and data privacy functions related to eligibility.

This position also leads the response to Department-wide program simplification and alignment initiatives related to eligibility.nn nn Qualifications nn nn Minimum Qualifications nn nn Supervisory or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, or 1 year serving as an Employee Resource Group (ERG) Chair or Co-Chair at Department of Human Services) nn nn AND nn nn Four (4) years of specialized professional experience researching, analyzing, developing and communicating complex policies or laws related to health care programs eligibility rules.

nn nn Preferred Qualifications nn Juris Doctorate (JD).

Extensive experience with Minnesota Health Care Programs eligibility policies and relevant state and federal laws.

Experience leading policy implementation initiatives and projects.

Experience working with IT systems changes and business requirements.

Experience working with a diverse workforce and client population.
